General Description: Sodium Hypochlorite Solution in 12% Concentration It is the intent of the ECUA to enter into a contract with a qualified vendor for the purchase of Sodium Hypochlorite. Delivery will be on a call-out basis as needed by ECUA. All deliveries must be made within five (5) calendar days of order. It is anticipated the Emerald Coast Utilities Authority will require approximately 400,000 gallons of sodium hypochlorite solution at 12% concentration over a one-year period: approximately 350,000 gallons at the Central Water Reclamation Facility, and 50,000 gallons to the Pensacola Beach Site. Sodium Hypochlorite solution should be 12.5% at time of manufacture. However, this may vary from 300,000 to 600,000gallons. The liquid shall have the following typical physical properties.

Deliveries will be made to the Pensacola Beach Water Reclamation Facility @ 53 Via DeLuna Dr., Pensacola Beach, Florida 32561 or to the CWRF at 2980 Old Chemstrand Road, Cantonment, Florida, 32533. At Pensacola Beach, there are two storage tanks (3900 gallons each) onsite. Connections are made three feet above ground level using 2” male camlock fittings. The top of the tanks are approximately 20 feet above grade. At the CWRF, the tanks hold 24,000 gallons each. The tops of the tanks are approximately 12 feet above ground. For any questions regarding locations, supplier should visit the site.
Bids are requested for the supplier to deliver the solution in bulk quantities and fill the storage tanks. The storage tanks are fitted with 2" male camlock couplings. The supplier shall be responsible for any additional delivery hoses and adaptations to the existing couplings, if used, to accept the delivery. In addition to the camlock couplings, the tanks are fitted with threaded manways and the tanks can be filled through the manways. The supplier shall provide a company owned delivery truck with an adequate unloading device and shall meet the following delivery requirements:
• The delivery vehicle shall be capable of blowing the residual product in the hoses into the tank with low pressure or by pumping. The delivery provider shall provide and wear appropriate Personal Protective Equipment (PPE) during loading/connecting operations. Any spills of product shall be immediately addressed, ECUA staff must be promptly notified, and the site neutralized or cleaned by the chemical provider. The price quotation shall include all charges associated with the delivery including transportation, pumping and other charges that might relate to delivery. Deliveries will be accepted only between 6:30 a.m. and 3:30 p.m., Monday through Friday except ECUA recognized holidays at Pensacola Beach and 24 hours per day/ 7 days per week at the CWRF. Less than a full tanker truckload may be ordered. The maximum load ordered will be 5,000 gallons at the Beach Plant and 6,000 gallons at the CWRF.
• Bidder should state minimum ordering load. A certificate of analysis shall be furnished with each delivery. The Emerald Coast Utilities Authority will notify the supplier five (5) calendar days in advance for delivery of the chemical. Weight tickets shall be furnished. Failure to make deliveries on schedule shall be just cause to terminate the contract.
