INVITATION TO BID (ITB) No. 173-2013TC RECONSTRUCTION OF SURFACE PARKING LOTS 12X AND 17X Miami Beach, Florida
Sealed bids will be received by the City of Miami Beach Procurement Division, 3rd Floor, 1700 Convention Center Drive, Miami Beach, Florida 33139, until 3:00 p.m. on the 13th day of May, 2013, for the FEMA impact window replacement project.
Scope of Work: The project consists of a Storm drainage design for both Parking Lots 12X and 17X inclusive of total reconstruction for Parking Lot 17X, while 12X will only require mill & resurfacing with minor spot repairs to the sub-base in certain areas and minor curb replacement; New Electrical Lighting for both of the City’s parking lots 12X & 17X; the project shall also incorporate a Landscaping and Irrigation component to complement the Landscaping Drawings for both Parking Lots. The design of all the Parking Lots comply with all applicable Florida Building Codes as well as the standards set forth in the Public Works Manual for the City of Miami Beach.
Minimum Requirements: Bidders must be licensed as a general contractor in the State of Florida and completed at least three (3) projects of similar size or scope in the past five (5) years.
IN ORDER TO BE DEEMED RESPONSIVE, BIDDERS MUST MEET THE MINIMUM REQUIREMENTS SET FORTH HEREIN. NON-RESPONSIVE BIDS WILL BE DISQUALIFIED FROM CONSIDERATION.
Estimated Cost: The estimated cost for this project is approximately $543,308
At the time, date, and place on page 1 hereof, bids will be publicly opened. Any bids received after time and date specified will be returned to the bidder unopened. The responsibility for submitting a bid before the stated time and date is solely and strictly the responsibility of the bidder. The City is not responsible for delays caused by mail, courier service (including U.S. Mail), or any other occurrence.
A Pre-Bid Conference is scheduled for 1 p.m. on April 25, 2013, in the City Manager’s large conference room located at 1700 Convention Center Drive on the 4th floor.
Attendance (in person or via telephone) to this Pre-Bid submission meeting is strongly encouraged and recommended but is not mandatory.

Plans and Specifications for this project shall be available in digital format on CDs. Please call Theo Carrasco at 305.673.7000 ext. 6230, or e-mail theocarrasco@miamibeachfl.gov to secure a CD set of the Plans and Specifications. The cost for these CDs is $20. One may purchase a CD through the Finance Cashier located on the 1st Floor in City Hall. Please make reference of the Bid number (ITB 173-2013TC) and project name (RECONSTRUCTION OF SURFACE LOTS 12X AND 17X) to the Finance Cashier. CDs are available in the Procurement Office located on the 3rd Floor in City Hall with presentation of receipt from the Finance Cashier.
