INVITATION TO BID (ITB) No. 176-2013TC CONSTRUCTION OF THE 6TH STREET RESTROOMS, 53RD STREET RESTROOMS, & OCEAN RESCUE OFFICE Miami Beach, Florida
Sealed bids will be received by the City of Miami Beach Procurement Division, 3rd Floor, 1700 Convention Center Drive, Miami Beach, Florida 33139, until 3:00 p.m. on the 14th day of June, 2013, for the construction of the 6th Street Restrooms, 53rd Street Restrooms, & Ocean Rescue Office.
Scope of Work: 53rd Street Restrooms & Ocean Rescue Building: The scope of work for this section of the project consists of the demolition of the existing restroom facility and Ocean Rescue office, located at 53rd Street and Collins Avenue, and the construction of a new 864 SF restroom facility with a total of twenty (20) plumbing fixtures, and a separate 546 SF building facility for the Ocean Rescue Department, which includes two bathrooms with a total of six (6) plumbing fixtures. The scope of work also includes concrete walkways connecting the parking lot to the entrances of the buildings, as well as, to the beach, existing playground and outdoor fitness circuit, as well as landscape. The total sitework area is approximately 8,700SF. Furthermore, since the Ocean Rescue Department currently occupies a room inside the existing facility, included in the scope of work is the provision of a temporary office trailer that will house the department during the construction period.
6th Street Restrooms: The scope of work for this section of the project consists of the demolition of the existing restrooms located in Lummus Park at 599 Ocean Drive, and the construction of a new 1,758 SF facility with a total of twenty-five (25) plumbing fixtures, concrete walkways, and landscape. The total sitework area is approximately 14,000SF.
Minimum Requirements: • Bidder must be a licensed General Contractor in the State of Florida, with a minimum of approximately ten (10) years of experience in vertical construction • Bidder must have successfully completed at least five (5) vertical construction projects in the past five (5) years approximately, comparable in design, scope, size and complexity
• Bidder must have successfully completed projects in an urban setting, high traffic, or coastal area • Completed at least one (1) project with work within the coastal area that includes construction seaward of the Coastal Construction Control Line (CCCL)
IN ORDER TO BE DEEMED RESPONSIVE, BIDDERS MUST MEET THE MINIMUM REQUIREMENTS SET FORTH HEREIN. NON-RESPONSIVE BIDS WILL BE DISQUALIFIED FROM CONSIDERATION.
At the time, date, and place on page 5 hereof, bids will be publicly opened. Any bids received after time and date specified will be returned to the bidder unopened. The responsibility for submitting a bid before the stated time and date is solely and strictly the responsibility of the bidder. The City is not responsible for delays caused by mail, courier service (including U.S. Mail), or any other occurrence.
A Pre-Bid Conference is scheduled for 11:30 a.m. on May 22, 2013, in the City Manager’s large conference room located at 1700 Convention Center Drive on the 4th floor.
Attendance (in person or via telephone) to this Pre-Bid submission meeting is strongly encouraged and recommended but is not mandatory.

Plans and Specifications for this project shall be available in digital format on CDs. Please call Theo Carrasco at 305.673.7000 ext. 6230, or e-mail theocarrasco@miamibeachfl.gov to secure a CD set of the Plans and Specifications. The cost for these CDs is $20. One may purchase a CD through the Finance Cashier located on the 1st Floor in City Hall. Please make reference of the Bid number (ITB 176-2013TC) and project name (Construction of the 6th Street Restrooms, 53rd Street Restrooms, & Ocean Rescue Office) to the Finance Cashier. CDs are available in the Procurement Office located on the 3rd Floor in City Hall with presentation of receipt from the Finance Cashier.
The City of Miami Beach Purchasing Division is proud to announce a new partnership with Public Purchase, a web based e-Procurement service.
