Summary of Specifications:
INVITATION TO BID (ITB) No. 07-12/13 CITY OF MIAMI BEACH BAYFRONT STREET END IMPROVEMENT PROJECT FOR 10TH STREET MIAMI BEACH, FLORIDA
Sealed bids will be received by the City of Miami Beach Procurement Division, 3rd Floor, 1700 Convention Center Drive, Miami Beach, Florida 33139, until 3:00 p.m. on the 27th day of December, 2012, for the Bayfront Street End Improvement Project for 10th Street.
Scope of Work: The Work consists of furnishing all materials, labor, and equipment to construct the street end improvements:
Bulkhead - construction of approximately 70 linear feet of steel sheet pile bulkhead with reinforced concrete cap, and placement of 70 linear feet of limerock boulder revetment. Sheet pile work will include drainage structures and appurtenances.
Stormwater Management – demolition of existing pavement, construction of stormwater management infrastructure including approximately 140 lf of 4’ X 6’ Concrete Culvert, outfall improvements to existing 60-inch and 24-inch outfalls, installation of pollution control structures for two outfalls along with tideflex valves, construction of outfall discharge structure with steel sheet piling and concrete structural works, construct outfall penetrations through sheet pile bulkhead, and provide access hatches to outfall discharge structure. Work includes installation of temporary shoring, coordination with Florida Gas Transmission for natural gas line relocation, and dewatering for underground utilities.
Paving/Grading – grade right-of-way to facilitate drainage, place 2-inch asphalt pavement for restoration, and sod adjacent areas around stormwater infrastructure.
Minimum Requirements: Hold a current certified license as a General Contractor from the State of Florida • Self perform a minimum of 40% of the work • Have a minimum of six (6) years of similar construction experience under its current business name • Have experience in waterfront bulkhead, underground utility, streetscape, and site/civil construction of a similar size, scope and complexity. Experience must be supported by references for five (5) projects within the past seven (7) years. Two (2) of these projects must have been performed within the Palm Beach/Broward/Miami-Dade County area of Florida. • Have experience with the installation of stormwater management infrastructure in low-lying, barrier islands on the coast of Florida. • Have experience with maintenance of traffic in municipal Right-of-Way areas and coordination of access to driveways for adjacent private properties during site/civil construction. • Have experience with the bulkhead and revetment construction in close proximity to sensitive marine resources. • Have experience with the installation of steel sheet piling for bulkheads, temporary shoring, and for stormwater infrastructure works; to include concrete work with falsework, forms, reinforcement placement, and cast-in-place concrete placement of a similar size, scope and complexity. • Have experience in coordinating stormwater infrastructure works with adjacent underground utilities including natural gas lines. • Have experience with pavement restoration in municipal Right-of-Way areas. The Contractor’s Project Manager that will be working on this project must have at least five (5) years of construction experience in public space and site/civil construction. Three (3) reference letters, which are to be completed by the Project Owner, must be submitted to substantiate the Project Manager’s experience. The Contractor’s Superintendent that will be working on this project must have at least five (5) years of construction experience in public space and site/civil construction. Three (3) reference letters, utilizing the Reference letters, which are to be completed by the Project Owner, must be submitted to substantiate the Superintendent’s experience.
IN ORDER TO BE DEEMED RESPONSIVE, BIDDERS MUST MEET THE MINIMUM REQUIREMENTS SET FORTH HEREIN. NON-RESPONSIVE BIDS WILL BE DISQUALIFIED FROM CONSIDERATION.
Estimated Cost: The estimated cost for this project is $552,000.
Bid Guaranty: A Bid Guaranty of 5% is required with bid submission, and the successful Bidder executing the Contract will be required to provide Performance and Payment Bonds in the amount of one hundred percent (100%) of the contract amount. Bidders will be required to submit a letter of intent, from an A rated Financial Class V Surety Company to bond the Project.
At the time, date, and place on page 1 hereof, bids will be publicly opened. Any bids received after time and date specified will be returned to the bidder unopened. The responsibility for submitting a bid before the stated time and date is solely and strictly the responsibility of the bidder. The City is not responsible for delays caused by mail, courier service (including U.S. Mail), or any other occurrence.
A Pre-Bid Conference is scheduled for 10 a.m. on December 5, 2012, at the following address: City of Miami Beach, City Hall, 4th Floor, City Manager’s Large Conference Room, 1700 Convention Center Drive, Miami Beach, Florida.
Attendance (in person or via telephone) to this Pre-Bid submission meeting is strongly encouraged and recommended but is not mandatory.

Plans and Specifications for this project shall be available in digital format on CDs. One may purchase a CD through the Finance Cashier located on the 1st Floor in City Hall. Please make reference of the Bid number (ITB 07-12/13) and project name (BAYFRONT STREET END IMPROVEMENT PROJECT FOR 10TH STREET) to the Finance Cashier. CDs are available in the Procurement Office located on the 3rd Floor in City Hall with presentation of receipt from the Finance Cashier.
