USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is issuing this Source Sought Notice to identify contractors who possess the capabilities to provide third-party monitoring services in Yemen. U.S. Government travel restrictions and access constraints to project sites across Yemen have impeded USAID/BHA staff from performing project oversight and partner monitoring duties. The purpose of YMELP II is to provide USAID/BHA and its implementing partners access to impartial, verifiable program performance data and information on USAID/BHA funded humanitarian assistance program activities and quality of program activity deliverables. The contractor will be responsible for conducting site visits and developing, implementing, and maintain a third-party monitoring system to collect and verify data on project outputs, outcomes, quality of work, and challenges. Access to this data will greatly support USAID/BHA’s and its partners’ ability to make evidence-based decisions on real-time adjustments to programmatic implementation and strategy.
