The Office of Contracting and Procurement, on behalf of the District Department of Energy and Environment (DOEE) seeks a contractor to provide services to assist the Office of District Waterways Management (ODWM) in the facilitation of the District Waterways Advisory Commission meetings and the development of the District Waterways Advisory Plan (Advisory Plan) to create a strategic vision for the Anacostia and Potomac Rivers, the Washington Channel, and adjacent property. The Advisory Plan shall include recommendations on issues relevant to the waterways, including economic activity, recreation, transportation, public improvements, maintenance, operations programming, budgeting, resilience, planning, and public safety and security. In collaboration with DOEE and the District Waterways Advisory Commission, the contractor shall develop and execute a community and stakeholder engagement plan to inform the Advisory Plan.
