THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U. S. Government (USG) to contract for any supply or service whatsoever. Further, the U.S. Naval Research Laboratory (NRL) is not at this time seeking proposals and will not accept unsolicited proposals. Contractor’s are advised that the USG will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued, however early participation in the form of a response to this request allows the Government to not only determine potential vendors who are capable of meeting this requirement and further establish and define the acquisition strategy, but it also allows the USG to consider outside perspective on the requirement. Participation is highly encouraged if your company is interested and/or believes they can meet this requirement as detailed herein and in the attached documents. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
OBJECTIVE:
The U.S. Naval Research Laboratory (NRL) intends to award a contract to Intelsat General Corporation in accordance with FAR 6.302-1 to perform the requirements outlined herein and in the attached documents. NRL is inquiring for any potential sources that may be capable of providing research of radio frequency (RF) atmospheric exploration in support of Department of Defense (DoD) space and airborne assets to include the design, maintenance and sustainment of both hardware and software supporting space research being conducted utilizing NRL owned antennas. Any interested contractor must be able to provide scientific, technical and engineering research and maintenance support for NRL research utilizing NRL owned antennas on the island of Oahu, Hawaii.
Specifically, the contractor shall support research and engineering that results in:
- Definition of RF signals for custom designed equipment;
- Precise generation of RF signals at varying power levels;
- High sensitivity receiver systems;
- Precise pointing accuracy of large apertures;
- Hardware that are custom designed or COTS hardware that is modified for the antenna that will execute the software to generate the requisite RF signal precision.
Please note the place of performance under this anticipated contract is Oahu, HI.
BACKGROUND:
NRL provides the advanced scientific capabilities required to bolster our country’s position of global naval leadership. Here, in an environment where the nation’s best scientists and engineers are inspired to pursue their passion, everyone is focused on research that yields immediate and long-range applications in the defense of the United States. In accordance to the Statement of Work (SOW), engineering professional support is required for research of radio frequency atmospheric exploration in support of Department of Defense (DoD) space and airborne assets. The performance of research and development to include the design, development and conducting of experiments.
TYPE OF CONTRACT:
Award is anticipated to be a Cost-Plus Fixed Fee Contract.
PERIOD OF PERFORMANCE:
The period of performance is expected to perform one 12-monbth base year and four 12-month option years.

NRL is requesting all interested parties, at a minimum, provide the required content:

4.) Business Size and number of employees with proposed PSC and NAICS codes

Capabilities statement and relevant experience listed in the SOW: Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating their ability to perform the services required under this posting. Demonstrated past performance providing similar services should be detailed, if applicable.
6.) Please specify if subcontracting possibilities exist or if all tasks can be performed in-house.
7.) UEI and CAGE Code numbers
PAST PERFORMANCE INFORMATION:
Please provide in the response a list of Navy, DoD, and/or Federal contracts and orders supported during the past 24 to 36 months with a brief description of the supply or service provided per each contract or order. Only list contracts or orders for services/supplies similar to that required under the attached salient characteristic.
