C5.1.1 The Contractor shall provide a ESTMS System that is very intuitive, user-friendly, and includes on-screen training and support. C5.1.2 The Contractor shall provide a comprehensive system that is highly configurable, secure, robust, and flexible and automates business process end-to-end which includes and not limited to functional requirements listed in Appendix A. C5.1.3 The Contractor shall provide the necessary project management and project staff working on-site at DOES upon request for demos or meetings requiring more interaction to develop detailed design, detailed requirements (functional and technical) and configuration specifications of all proposed solution prior to development C5.1.4 The System shall allow for the full control and configuration of the applications by internal DOES staff using the contractor provided Admin toolset. C5.1.5 The System platform shall be scalable to extend the system to additional functionality and to integrate and exchange data with other divisional/agency applications and databases (like Case Management, external data sources and other DOES applications). C5.1.6 The Contractor shall be able to interact with the DOES working groups to facilitate demos and solicit feedback to incorporate into the modernization efforts. C5.1.7 The contractor shall perform in a timely and efficient manner as evidenced by the Monthly Project Status Reports submitted and must be able to complete the design, development, and implementation requirements by the agreed-upon dates that are specified in the Project Plan. C5.1.8 The contractor shall assume responsibility and liability for all problems relating to all hardware, software, and services provided or performed by the contractor or any subcontractor of the contractor, regardless of any subcontract arrangements. C5.1.9 The Contractor shall implement this project in phases. Work performed on the Development Initiatives for the proposed phases may overlap each other. An example of the phases have been outlined in Appendix I. C5.1.10 The contractor shall provide a set of final project management materials, products, tools, and content that documents project outcomes and results once the project is complete. Project Close Out tasks include, at a minimum, final archival of project and project management artifacts, the hand-off and location of completed project deliverables, and other project assets and repositories used throughout this project, which are required to maintain and operate ESTMS.
