Two Separate PSA FY26 Kick-Off Conferences - Offsite for Management Team and Bargaining Unit Employees (See Attachment A - Statement of Work)
1st Conference Venue Two-Days: Approximately 110 participants from PSA Management Team will be attending. Scheduled for Wednesday, August 13, 2025 and Thursday, August 14, 2025. Time: 7:00 AM to 6:00 PM for both days
2nd Conference Venue Three-Days: Approximately 90 participants from PSA Bargaining Unit Employees will be attending. Scheduled for Tuesday, September 9th through Thursday, September 11, 2025. Time: 7:00 AM to 6:00 PM on Tuesday through Thursday:
Both conferences must take place on consecutive weekdays
Offeror must provide proof they can provide two separate PSA FY26 Kick-off Conference Venues for Management Team and Bargaining Unit Employees as cited in the SOW.
Electronic version of Quote (along with all required documents) shall be submitted prior to the closing date and time identified on the SF1449 on or before Monday, June 16, 2025 by 11 AM (EST), to the following email addresses: gloria.robertson@psa.gov and tamara.brown@psa.gov.
Offerors must complete blocks 17a, 30a, 30b, 30c on the SF1449 and Sections B.1 and H.1 of this document before
submitting.

The cut-off date and time for submitting questions is May 29, 2025 by 1 PM (EST), a response to all questions received will be provided by Amendment.
Offeror must make sure they thoroughly read through the soliciation and SOW and provide all the required submitals with the quote.
FACTOR 1: Technical Capabilities –
(A)-The Venue: Offeror must provide a narrative clearly explaining they can provide a venue to host Two Separate PSA FY26 Kick-off Conference for Management Team and Bargaining Unit Employees within a 20-mile radius (DC, Maryland, or Virginia) of PSA’s office located at 633 Indiana Avenue, NW, Washington, DC. Venues must be within 0.5 miles walking distance of public transportation (Metrorail station, bus, etc.) In addition, Offerors must include photographs of the venue and conference spaces, along with a floor plan or diagram that demonstrates how the space will accommodate banquet-style seating (circular tables or
crescent round circular table set up) along with the other items referenced under Section 3.0 APPLICABLE CONDITIONS and Section 9.0 CONTRACTOR RESPONSE in the statement of work.
(B)-Key Personnel: Offeror provides the names, roles, and responsibilities of the venue’s key personnel assigned to support PSA during both conferences. The proposal must also specify which personnel, or whether employed by the contractor or the venue - will be on-site and available in person to respond to any emerging customer service needs as directed by PSA contract representatives. Note: The Key Personnel will be required to be available onsite each day of the Conference to address contract concerns to ensure compliance (see statementof Work for details).
(C))-Parking Spaces: Offeror to provide four (4) reserved on-site facilitator parking spots (with in and out parking privileges), and to identify the nearest public parking facility.
FACTOR 2: Past Performance: The Offeror must submit their SAM.gov Unique Entity ID number. The Offeror must include a least three (3) references, relevant to this requirement (in hosting conferences) as identified in SOW. Include a narrative of its
corporate and team experience in hosting similar events. The Offeror must demonstrate satisfactory past performance during the past six (6) years based on the Offeror's performance record from references and Past Performance Information
Retrieval System (CPARS).
FACTOR 3: PRICE: The Offeror's price quotes must demonstrate a clear understanding of the nature and description of the service required. Failure to provide a fair and reasonable price for the required services may reflect a lack of understanding of the
contract requirements and may result in a demonstration that the offer is acceptable.
