Turnstile Installation Project
This Sources Sought notice is for information and planning purposes only; to gain knowledge of the marketplace that will inform acquisition decisions. It is not a solicitation announcement and is not to be construed as a commitment by the Government. The Government is not requesting offers or proposals now. After a review of the responses to this notice, a solicitation announcement may be issued. A response to this notice is not considered a reply to any future solicitation, nor is it a guarantee that a solicitation will be issued to respondents.
The USDA is conducting this Sources Sought to identify interested and qualified vendors that who possess the capabilities and availability to propose on the subject project. USDA is interested in a brand name or equal submissions. Vendors are encouraged to submit information summary of the project details is provided below and in the attached Statement of Work.
SCOPE: The contractor will provide and install (3) waist height, individual optical style turnstile separate lanes at the Whitten front entrance. Each turnstile lane will need to be installed in the entrance doorway and configured for ePACS Lenel hardware and software to include a random screening feature implemented by Gunnebo and card readers for ingress and egress. Turnstiles should have a built-in exit feature that will respond to a gate-open signal from the Whitten GSA fire alarm system. The contracting team will work closely with all stakeholders - IT, security and facility managers in executing this project. They should work closely with USDA to adjust each turnstile to ensure the least amount of down time at each location.
BRAND NAME: Gunnebo Model# Opti Stile 1080 optical turnstiles with swing glass barriers, stainless steel housing’s & lids with card reader integration using exact design and configuration from currently installed units with the same USDA logo.
LOCATION: The Jamie L. Whitten Building (called Whitten for short) 12th St. and Jefferson Dr., SW, Washington, DC, 20024
PERFORMANCE PERIOD:
The Period of Performance will be 120 days from the date of award
TECHNICAL REQUIREMENTS OF POTENTIAL OFFERORS:
Potential offerors must have successful experience installing turnstiles. Ideal if some of that experience has been complete on historic buildings.
SUBMISSION INSTRUCTIONS:
This is strictly Market Research and response is strictly voluntary – it is not mandatory to submit a response to this notice to participate in any formal solicitation process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy.
To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by-
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
Responses to this source sought shall include the following:

(e) EIN number
(f) Contract vehicle the company has that this can be done on (if applicable) Example: GSA FSS, NASA SEWP
(g) Type of small business, e.g. Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business. Firms shall be certified in the in the System for Award Management (SAM) located at https://www.sam.gov/.
(h) Vendor's demonstrated experience and/or knowledge of installing turnstiles.

Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.
The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
