This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT
Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of state is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.
Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Arms Control and International Security (T) within the Department of State (DOS). INL’s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation.
INL’s Office of Security Assistance and Operations (INL/SAO) provides training and support to INL program offices to keep Americans safe by disrupting and deterring fentanyl, degrading and dismantling transnational criminal organizations, and curbing illegal migration. INL/SAO assists INL in developing strategic partnerships with U.S. state, county, municipal, and federal law enforcement and counternarcotics agencies and institutions to bring informed and relevant expertise to INL programs. INL manages criminal justice programs in numerous countries, which are implemented by an array of different implementers and advisors. INL/SAO conducts pre-deployment training for those implementers and advisors.
The purpose of this Personal Services Contract (PSC) is to fill the position of INL Training Coordinator (TC). The TC is responsible for the design, development, delivery and evaluation of a comprehensive and tailored pre-deployment training program(s) for INL. The TC is primarily responsible for training INL’s police, counternarcotics, and criminal justice foreign assistance trainers and advisors deploying to assignments in INL programs.
In performing this function, the TC is required to work with INL program officers to actively identify INL program pre-deployment training requirements, coordinate training with INL program offices, DOS and other U.S. Government (USG) entities, and identify appropriate, qualified subject matter experts (SMEs) to assist with curriculum development and instruction as needed. The TC will also provide pre-deployment training directly to INL’s state and local partners to orient and prepare them for their roles as advisors, trainers, and mentors working on behalf of INL’s foreign assistance programming. The TC will oversee pre-deployment classes when in session, liaise with the training facility and contract service providers, maintain contracts for training center and staff functions and oversee contract personnel on the training team.
Additionally, the TC will provide technical expertise within INL for activities directed at improving the in-house training capacity of INL, which supports and enhances USG-funded criminal justice development assistance. The TC will play a vital role in program development by providing expert guidance, as needed. This position also represents INL with interagency and professional associations and assist in developing partnership opportunities with professional training and education associations on behalf of INL and their programs. Finally, the TC will assist in conducting bureau-wide needs assessments for INL personnel and implementers to maximize staff training effectiveness.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Washington-based INL Training Team Leader, or his/her designee, the Training Coordinator will perform the following duties:
1. Ensures quality in the design, development, delivery and evaluation of pre-deployment training to police, counternarcotics and other criminal justice trainers and advisors preparing for assignment to overseas counter crime and counternarcotics assistance missions for INL.
2. Leads meetings and other activities to develop plans and programs for implementation and improvement of INL’s pre-deployment training program. Coordinates with other INL program offices and U.S. or international agencies as appropriate.
3. Oversees the effort to update and revalidate curricula and training periodically, and makes suggestions for improvement of the training program.
4. Serves as a course facilitator and instructor for pre-deployment and supplementary trainings, including at INL’s training facilities. Develops training materials as needed and appropriate.
5. Provides program office oversight of day-to-day activities at the training center and of training and curriculum development related projects administered by the training team. Works with training team staff to achieve excellence and promotes teamwork. Serves as COR as needed and ensures work is completed by implementers as required by INL. Tracks progress in coordination with other CORs and the Contracting Officer (CO). Effectively addresses contractual issues and refers those issues to office leadership, CORs, and CO as appropriate.
6. Participates in INL/SAO staff meetings. Through regular communications with office leadership, conveys relevant and significant information regarding programmatic activities, accomplishments, problems and solutions.
7. Provides analysis and evaluation of the appropriateness and effectiveness of the pre-deployment training program.
8. Maintains and applies a working knowledge of contemporary, professional adult-centric training and education principles, methods, and techniques to pre-deployment training.
9. Participates in outreach activities with domestic and international law enforcement, think-tank communities, academies, universities and professional associations to increase awareness of INL programs and to effectuate formal and informal information sharing and resource development.
10. Develops and maintains professional contacts with INL program officers, regional desk officers, DOS functional bureau officers, and others at U.S. federal agencies to support pre-deployment training implementation.
11. Develops and maintains a working knowledge of the organizational structure and functions of the INL Bureau and its component offices, as well as the organizational structure of the U.S. Department of State.
12. In coordination with the Team Lead, CORs and CO, develops budgets and manages contracts and project resource needs for the INL pre-deployment training program.
13. Designs and maintains current orientation and training for INL’s Federal, state and local partners.
14. Serves as an internal SME and advisor on adult-training methodologies.
15. When required, performs the role of Duty Officer.
16. Performs other duties as requested and assigned that are directly related to this Statement of Work.
17. Performs services that fall within the general scope of work and overall INL mission at physical locations other than Washington INL headquarters, including within other INL offices, bureaus or other USG agencies for a period not to exceed six (6) months.
TRAININGS & DISTANCE LEARNING COURSES
1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 30 days of supervisor’s request.
2. If applicable, completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) within 30 days prior to being on official duty abroad for 90 or more cumulative days in a 12-month period.
PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS
The place of performance of this position is Washington, DC. Occasional international and domestic travel may be required.
RELATIONSHIPS
The TC reports to the Training Team Leader, in INL/SAO. The TC may serve as a COR or a Government Technical Monitor (GTM), if they do the COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development.
The Contract Administrator shall be the INL Contracting Officer in Washington. In no instance shall the Team Leader or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing.
The Team Leader will provide yearly performance reviews to the INL/SAO/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent’s official yearly review.
TELEWORK
This position allows for situational telework. Telework is authorized by the supervisor and CO and is subject to change based on Bureau or office needs.
COMPLEXITY
The work involves managing and providing technical expertise for various pre-deployment training programs, simultaneously. The ability to perform complex analysis, meet short deadlines and to multi-task successfully is essential.
SCOPE AND EFFECTIVENESS
The TC performs a broad range of tasks related to providing pre-deployment training for the INL Bureau. Pre-deployment training is the foundation for successful INL programs overseas.
PERIOD OF PERFORMANCE
The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions.
MINIMUM QUALIFICATIONS
1. U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.)
2. Bachelor’s degree from an accredited institution; OR, in substitution of having a bachelor’s degree, must have both of the following:
a. An associates degree, and a minimum of ten (10) years of experience developing, operating and supervising a training program or programs, including curriculum development.
3. A minimum of five (5) years of experience as a sworn civilian law enforcement officer, a practicing attorney or correctional staff member.
4. A minimum of five (5) years of professional experience at an accredited training and/or education institution, such as a police academy, college, university or other institution of higher learning.
5. A minimum of five (5) years of management experience in an educational or training setting, with progressively increasing responsibility, of which a minimum of three (3) years developing, supervising, and operating a training program/programs, including curriculum development, in a criminal justice context.
6. Demonstrated ability to understand and convey complex criminal justice and training concepts and terminology simply, and possession of effective oral, written, and presentation and communication skills.

Factor 1 Work Experience (25 points)
Demonstrated experience working in a training or education institution supervising, developing and delivering job-related training, including curriculum development and training services.
Factor 2 Training Management and Delivery (25 points)
Demonstrated ability to manage pre-deployment training for criminal justice assistance training missions and produce a quality training product, including working in teams and with a variety of people.
Factor 3 Foreign Assistance, Criminal Justice Program Experience (10 points)
Demonstrated knowledge of international criminal justice sector development and familiarity with the functioning of INL missions, including current USG assistance programs that foster criminal justice reform and capacity building.
Factor 4 Outreach and Liaison (10 points)
Demonstrated ability to liaise and conduct outreach within the Department of State, partner USG agencies, U.S. state and local law enforcement partners, and professional training and education associations.

The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. COMPENSATION (BASE PAY)
This position has been designated at the GS-14 equivalent level ($142,488 - $185,234 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
