REQUEST FOR BIDS/QUOTATIONS FOR TOYOTA HARRIER OR EQUIVALENT
The U.S. Embassy is inviting bids/quotations for the supply of a Toyota Harrier or an equivalent vehicle in accordance with FAR 52.211-6. This is a brand name or equal acquisition.
VEHICLE REQUIREMENTS
- Model: Toyota Harrier or equivalent
- Style: SUV / Crossover – Hybrid Electric (HEV)
- Right-hand drive
- Transmission: Automatic with gearshift mode
- Steering Column: Adjustable tilt and telescopic, with steering-mounted controls
- Parking Support Brake: Automatic braking support for parking, including rear cross-traffic safety assist preferred
- Sensors: Front and rear ultrasonic sensors with visual and audible alerts
- Blind Spot Monitoring: Radar-based detection with visual alerts on mirrors or instrument cluster
- Seats: Ventilated front seats with multi-level cooling adjustment (dual-zone preferred)
- Lighting: Adaptive high-beam headlamps (LED preferred)
- Rear Fog Lamp: Integrated into the tail lamp assembly for visibility in fog, heavy rain, or snow
- Air Conditioning / Climate Control: Multi-zone climate control system
- Safety: Standard airbags and modern active safety systems (lane assist, stability control, ABS, etc.)
- Seating Capacity: Minimum 5 adult passengers
- Doors: Minimum 4 passenger doors
- Window Tinting: All window films/tints must comply with Singapore LTA standards (minimum Visible Light Transmittance (VLT): 70% for front windscreen, 70% for front side windows, and 25% for rear side/rear windscreens).
- On-Board Unit (OBU) or In-Vehicle Unit (IU) for Singapore Electronic Road Pricing (ERP) system
- Preferred color: Gray Metallic or Precious Black

- The vehicle must comply with Singapore government requirements for importation and registration (including all LTA standards).
- Minimum 3-year comprehensive manufacturer’s warranty valid in Singapore.
- Delivery terms: FOB Destination, Singapore, with a maximum 6-month delivery timeframe.
- The make/model offered must have an authorized service center in Singapore to ensure warranty work can be carried out.
Eligibility Requirement
Offerors must be a dealer or an authorized reseller of the Toyota brand or the equivalent brand being offered.
Submission Information
All offers must be submitted electronically via the Unison Global Marketplace. The Unison Global Marketplace is the only authorized platform for submission of bids, quotations, and any questions related to this solicitation. Submissions provided through any other channel will not be accepted or considered.
Offerors are responsible for monitoring the Unison Global Marketplace for the official solicitation posting, submission deadlines, and any amendments or updates. Failure to comply with submission requirements or deadlines may result in disqualification.

Regulatory Requirements
All vehicles imported into Singapore must comply with Land Transport Authority (LTA) regulations and applicable government standards for importation and registration. Specifically:
- Emissions Standards: Vehicles must meet Euro 6 (WLTP) or equivalent standards (e.g., JPN2018/JPN2023).
- Safety Features: Vehicles must include airbags, safety belts, UN ECE-compliant headlamps, asbestos-free components, and CFC-free refrigerants.
- Speedometer/Odometer: Must display speed in kilometers per hour (km/h).
- Window Tinting: All window films must comply with LTA Visible Light Transmittance (VLT) requirements (minimum 70% for front windscreen and front side windows; minimum 25% for rear side windows and rear windscreen). Films must not be reflective and must not interfere with ERP (Electronic Road Pricing) signals.
- Rear Fog Lamps: Rear fog lamps are mandatory and must emit red light, be positioned between 250 mm and 1,000 mm above road level, and installed at least 100 mm away from any stop lamp.
- Inspection and Approval: All imported vehicles must undergo and pass inspection at an LTA-authorized inspection center before registration.
Offerors are responsible for ensuring that the vehicle offered fully complies with Singapore government requirements for importation, homologation, and registration.
Important Notes
- Proposals Exceeding $30,000 USD (or Equivalent in Local Currency): Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their proposal in accordance with FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror’s proposal non-responsible.
- Regulatory Differences: Vehicles imported into Singapore must comply with LTA regulations, including local standards for emissions, lighting, safety features, and window tinting. Odometers must be in kilometers, and rear fog lights are mandatory. Emission standards are generally stricter compared to U.S. vehicles, and design/safety features may differ to meet local driving conditions.
FAR 52.211-6 — Brand Name or Equal (AUG 1999)
(a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation.
(b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by-
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
(c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
