SYNOPSIS
The Department of Treasury must retain current real time online access to the global financial markets. This information is vital for senior policy makers, who need to stay informed about the global financial market developments in real time.
The North American Industry Classification System (NAICS) code for this request may likely include: 519290 – Web Search Portals and All Other Information Services. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; 8(a) small business; HUB Zone small business; service-disabled veteran-owned or veteran-owned small businesses; women-owned or economically disadvantaged women-owned small business; or small disadvantaged business in order to assist the Treasury in determining the appropriate acquisition method, including whether a set-aside is possible.
GENERAL PURPOSE
1.0 Purpose
The Contractor shall provide subscription services through terminals and B-Units for existing and future customers within Treasury. Contractor's solution must be accessible to workstations located throughout the Department of the Treasury locations throughout the Metropolitan area of Washington DC.
- Acquisition Approach
The Treasury has not determined the acquisition approach. Any results of this Sources Sought will assist the Treasury Departmental Offices and the Office of the Chief Procurement Officer (OCPO), Treasury Acquisitions Division (TAD) in determining an acquisition strategy about how to proceed.
SOURCES SOUGHT REQUIREMENTS
2.0 Description of Information Requested
OCPO TAD is requesting information regarding the respondents’ capabilities in providing the aforementioned required.
- Provide company information, to include:
- Company name and address;
- Size of company (number of personnel, total revenue, ownership, parent corporation, etc.);
- Unique Entity Identifier (UEI)
- Company point(s) of contact including name, phone number, address, and email; length of time in business;
- Geographic presence;
- Company experience in providing valuation services to government or commercial entities;
- Provide any pertinent information that will assist us in this assessment.
- Contract Number and value/capacity; and
- Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of “ordering” contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.).
2.1 Technical Requirements/Scope
Contractor’s solution must provide:
- All news pertaining to the global fixed-income markets. The range is from real time to 365 days historically.
- Monthly SID Report showing usage
- Annual Invoices
- Historical data on a broad range of fixed-income securities, including U.S. Treasury securities and auction history, mortgaged-backed securities, Agency securities, municipal securities, asset-backed securities, corporate debt, collateralized mortgage obligations, zero coupon instruments, with Excel spreadsheet capabilities for customized analysis. Historical data must include market valuation.
Historical data must be available:
1. On a daily basis for the previous 2 years;
2. On a weekly basis for the previous 5 years; and
3. On a monthly basis for the previous 10 years
- Complete security description on a broad range of fixed income securities, including asset-backed securities. Securities description must include security class (such as, municipal, asset-backed, mortgage backed), up-to-date credit rating information, and current market values.
- Ability to monitor and provide live prices for on – and off – the run U.S. Treasury, Agency, and mortgage-backed securities. Data must include market valuation, access to live repurchase agreements (repos), pricing, and broker screens.
- Access to various fixed-income on-line trading firms’ screens.
- Access to bond valuations, credit ratings, repo analysis and other analytical tools.
- Ability to customize composite screens for quick access to data.
- Access to ICE Future Europe Commodities (MDXI, CME, STOX, BTDS)
- Provide real-time equity valuation and pricing services.
- Provide 24-hour customer support with market segment experts.
- Provide information on significant trends and issues concerning clearance, settlement, T+1, and technology advancements in the fixed-income markets.
- Provide thorough and up-to-the-minute information on critical regulatory and legislative issues for the fixed income, Treasury, derivatives markets, and financial services industry.
- Provide timely and accurate When Issued (WI) rate information for U.S. Treasury securities being auctioned.
- Provide inter- and intra- day graphs for price and yield for U.S. Treasury securities.
- Serve as a source of emergency communication to the financial community in the event of a contingency.

Invoicing shall be submitted annually. The annual invoice shall be itemized by account number and shall show the service(s) being invoiced to each account number.
INSTRUCTIONS AND RESPONSE GUIDELINES
Responses to this Sources Sought may be provided through a capabilities statement which shall include the information listed in 2.0 and 2.1. This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Treasury to issue a request for proposal or award a contract. Treasury does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this Sources Sought should submit the information necessary for the Treasury to make a determination that the source is capable of satisfying the Government’s anticipated need. Treasury reserves the right to contact individual companies for additional information. This notice does not obligate the Treasury to provide acknowledgment or receipt of all responses received resulting from this notice. Should such a requirement materialize, no basis for claims against the Treasury shall arise as a result of a response to this Sources Sought or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
