Specifications include, but are not limited to:The Contractor shall impress upon its personnel that their primary duty and responsibility is to safeguard District employees, the public and District owned and lease property. This general order supersedes all others. The Contractor’s personnel shall act in a courteous and professional manner at all times. B.2.1 Response Time Requirements The Contractor shall respond to the Department’s requests for additional contract security services within two (2) hours of notification for non-emergency services and within one (1) hour of notification for all emergency contract security services. B.2.1.1 The Contracting Officers Technical Representative (COTR) will notify the Contractor with specifics for all requests, provide instructions and the required number and type of personnel. The Contractor shall be prepared to fulfill the emergency personnel request and have personnel on site within one (1) hour following notification by the COTR. The Contractor shall not be paid overtime rates for any work performed beyond eight (8) hours Personnel tour of duty may require performance in two (2) eight (8) hour shifts per day, including weekends and holidays. B.2.2 Personnel Requirements The Contractor shall assume all cost associated with complying with personnel requirements, including but not limited to: recruiting, screening and background checks. All licenses and other personnel requirements shall be maintained throughout the term of the contract including all executed option periods. i. Prior to commencing performance, the Contractor shall identify its Project Manager(s) assigned to this Contract. ii. The Contractor shall select, and exercise control and direction over its employees and subcontractors as applicable. 1. The COTR may direct the Contractor to remove from contract any employee or subcontractor whose continued employment is deemed to be contrary to the best interest of the District. iii. All Officers shall pass a urinalysis test showing abstinence from drug/illegal substance using, except prescribed medications. iv. All Officers shall have a state criminal history background check completed prior to providing service to the District. v. All Officers shall be able to communicate (oral and written) in English. Security work often deals with life/safety issues; therefore, must be able to read, write, speak, understand and be understood. Oral command of English must be sufficient to permit full communication, even in times of stress
