WMATA is seeking a software solution and consulting support to build a rail simulation model, addressing the following business objectives: • Improve rail schedule adherence, leading to better rail customer ontime performance • Increase rail customer satisfaction by building schedules more resilient to operational incidents • Enhance staff productivity in testing rail service plan scenarios for adjusted construction/special event schedules and regular schedule changes for new rail picks • Ability to model temporary rail service adjustment scenarios for construction or maintenance projects • Ability to model permanent rail service changes based on upgraded infrastructure • Ability to test plans to route construction vehicles on the rail right of way or special event trains during rail revenue service in addition to scheduled service • Achieve the right balance between operational resilience and financial efficiency of the schedule by measuring outcomes and trade-offs for extra infrastructure and quality of service delivered • Support continued staff skill and professional development for Metro’s Rail Service Planning and Scheduling Office • Mitigate risk of highly specialized and experienced staff leaving the Rail Service Planning and Scheduling Office by building a tool for rail service simulation
