SCOPE OF WORK: The Department of Disability Services, Rehabilitation Services Administration (DDS/RSA) oversees the Randolph- Sheppard Vending Facility Program (RSVFP). The RSVFP ACT was established by Congress in 1936 by the C.F.R.34, Part 395 Vending Facility Program for the blind on Federal and Other Property. The Act was amended in 1974 to ensure priority that is given to blind vendors to operate cafeterias, snack bars, variety shops, news stand and convenience stores on federal and district properties. There are currently 36 facilities operated by licensed vendors and located on Federal and District properties throughout the Washington, DC area. DDS/RSA is in need of architect/engineer services for the upgrading/renovation of several Randolph Sheppard facilities operating in federal and district properties. Architectural/Engineering services for interior design, construction documents and construction administration for modifications to existing space layout, interior design for facilities that will be identified within the next 3 to 6 months or when agencies fully re-open to their employees and customers. Design spaces may be as small as 650 sq. ft. and as large as 1,200 sq. ft. In addition there may be a need for newly proposed facilities.
