The Office of Contracting and Procurement on behalf of the Office of the State Superintendent of Education (OSSE) seeks to enter into a Blanket Purchase Agreement (BPA) for fiscal year (FY) 2026 (October 1, 2025 – September 30, 2026) with multiple vendors to provide temporary support services to the OSSE divisions and programs on short-term and long-term assignments, as needed. OSSE is located at 1050 First Street, NE, Washington, DC 20002. The period of performance is from the date of award through September 30, 2026. These services are intended to provide DC Government with a temporary solution, i.e., staff augmentation, which would allow the agency to quickly respond to changing staffing requirements that arise when critical projects temporarily warrant more assistance or when key staff members are unavailable for work due to emergency, accident, illness, family responsibilities, jury services, etc. The Contractor shall provide resumes of proposed key personnel upon request and OSSE reserves the right to review candidates. Assignments could be for a few days or weeks, or long-term. The District intends to award up to five BPAs, which will be rotated to ensure fairness. Contractors should be prepared to offer suitable candidates for consideration within three days for normally scheduled temp services needs, and 1-2 days for urgent critical needs. If suitable candidates are not presented, the District will consider other FY26 BPA holders for temp services. Services furnished by temporary help firms shall be performed by their employees who shall not be considered or treated as DC Government employees for any purpose, shall not be regarded as performing personal service, and shall not be eligible for DC Government Benefits, or DC Government Retirements 401(a) Define Contribution Pension, DC 457(b) Deferred Contribution Plan, and Civil Service Retirement System. This schedule is not to be used to provide personal services nor can temporary employees supervise District government employees.
