The Department of Education, Contracts & Acquisitions Management, Program Contracts Group is issuing this Request for Information (RFI) and seeking sources interested and able to perform the high-level requirements listed below.
The 21st Century Integrated Digital Experience Act (IDEA) requires federal agencies to implement technology that transitions paper-based services to digital services by providing the public with adaptive forms that use digital signatures and enables their use on mobile devices. In addressing these requirements, ED is planning a new procurement to support the digitization of forms which is expected to involve:
1. Utilizes PaaS or SaaS
2. Able to pre-populate data
3. Able to set up business rules
4. Store machine-readable data
5. Developed using human-centered design principles with usability testing
6. Provides modern and personalized user experience
7. Allows for digital signatures
8. Is Mobile friendly
9. Uses APIs for integration
10. Is Section 508 compliant
11. Is FedRAMP certified
12. Can be integrated with a multi-factor authentication tool
13. Provides a customer service/help desk
The expected NAICS for the requirement may be 541511, 541512, 541519, 541611, or 541990. Please indicate if your company falls under one of these, if one is more applicable than the others, or if another NAICS is suggested.
The expected FSC may be DA01, DA10. Please indicate if one is more applicable that the other or if another FSC is suggested.
Also, in response to this notification, please provide:
