The AAR shall include the following: 1. The selected Contractor shall conduct a thorough review of all relevant emergency preparedness policies and procedures, emergency preparedness work, and the City’s response to the emergency, from the first warning of the wind event in early January 2025 until February 7th, 2025, when the Emergency Operations Center downgraded the event from Level 2 to Level 3 status. For work focused on response to the 2025 windstorm event, the review should focus on response targeted at all areas identified by the LAFD as Very High Fire Hazard Severity Zones. 2. This review should begin with an overview of preparations prior to the outbreak of the Palisades Fire, starting when the wind forecast was released and focusing specifically on actions related to areas within the City of Los Angeles identified as Very High Fire Hazard Severity Zones by the LAFD. 3. The review should include an examination of the City’s emergency protocols, whether they were implemented as designed, and any ways in which the protocols should be revised and/or expanded, and including procedures related to notifications of elected officials, departments, and the public. 4. The review should include an overview of prior after-action reviews for fires in the greater LA area within the last ten years (including the Woolsey Fire), whether previous recommendations were implemented, and the impact of that implementation or non-implementation on the success of the City’s response to the January 2025 fires. 5. The review should discuss any material pre-existing conditions or practices in the City that may be relevant to the fire outcomes, including the City’s approach to vegetation management, the staff and equipment available to the LAFD, and the adequacy of the City’s water infrastructure. 6. The review should include a detailed timeline of events, including any fires that occurred in the affected areas between January 1 and January 7, and a granular account of how and where the fires developed and spread, along with a detailed timeline of fire response, deployment of firefighting assets (ground and air), emergency operations center activities, emergency alert and warnings, etc. The selected Contractor should coordinate with the Fire Safety Research Institute (FSRI), which has been tasked by the Office of the Governor of California with completing a similar analysis, leveraging their work in order to avoid duplication of effort. 1
