2.1 Description of Services DCHA hereby requests proposals from qualified firms and individuals to perform a PNA in accordance with all current HUD regulations, the HUD PNA software (“tool”), forms, user guide, and other guidance as may be issued HUD from time to time. 2.2 General Overview: The data associated with the PNA shall be collected, formatted, and reported in a manner compatible with the District of Columbia's asset management system, also known as the Capital Asset Replacement Scheduling System (or CARSS). This system forms the basis to develop the District’s capital improvement plan as part of the budget process and to determine the cost of deferred maintenance for current assets. DCHA requests an optional proposal for an Energy Audit (EA) to be completed in a manner consistent with the District of Columbia Department of Energy and the Environment's (DOEE) Building Energy Performance Standards (BEPS). The PNA will reflect an assessment ofthe condition of 6,246 units in thirty- five (35) of DCHA's public housing projects in DCHA's portfolio as identified in Appendix 1 of this RFP. The projects in Appendix 1 that are the subject of the PNA (and, optionally, the EA) are to include both dwelling and non- dwelling spaces and buildings as well as roads, walks, walls and fences, parking areas and other site features contained within each project. Appendix 1 contains a list of all properties, by project, with date of construction, total number of units, and (separately) number of public housing Annual Contributions Contract (ACC) units and including a listing of other community facilities to be included in the assessment.
