The Office of Contracting and Procurement (OCP), on behalf of the Office of Unified Communications (OUC), seeks to procure public relations (PR) services from a qualified firm with extensive experience in emergency and non-emergency response services. The PR firm will be responsible for executing communications strategies aimed at improving the image and outreach of emergency (9-1-1) and non-emergency (3-1-1) service within the District of Columbia. These services will include but are not limited to media relations, crisis communications, public education, and engagement with both local communities and stakeholders. The PR efforts will focus on promoting transparency, accuracy, and trust between the public and District’s emergency and non-emergency response services. C.1.1 Procurement Objectives 1) To promote public trust in the District emergency (9-1-1) and non-emergency (3-1-1) response services through consistent, transparent, and strategic communication; 2) To proactively manage crisis communications and media engagement during emergencies; and 3) To support OUC leadership in delivering key messages to the public and stakeholders.
