Specifications include, but are not limited to: The District of Columbia Government (“the District”), Office of Contracting and Procurement, on behalf of the Office of Deputy Mayor for Education (DME), seeks a contractor to create the first Education Through Employment Data System, a P20W system that provides a longitudinal view of how individuals are served by the District’s education and workforce system throughout their lifetime and demonstrate the impact of education and workforce programming on economic mobility and career outcomes. The desired P20W system facilitates data sharing and collaboration between education, workforce, and human and social service agencies. The proposed P20W system should enable accurate tracking of student progress, academic performance, workforce engagement, and social services involvement over the course of their educational journey and beyond. The District plans to complete this project by September 30, 2025. The project will involve approximately 500,000 individual records and the capacity to grow that number over time, along with building connections between three to four distinct data sources. Because the Contractor will have access to Personally Identifiable Information (PII), the Contractor shall adhere to the Data Privacy Policy (see Applicable Documents item No. 51). The Contractor shall comply with key federal laws containing provisions about student privacy. All parties, including subcontractors, shall agree and comply with the policy when appropriate. Additionally, special insurance requirements are outlined in the requirements section because of the exposure risks.
