The FAA C3 Program Office provides survivable, secure, and redundant command and control communications assuring the FAA's ability to respond to emergencies, to assist in the minimum essential restoration of the National Airspace System (NAS), and facilitates the continuity of FAA Operations. To that end we pre-position the CST vehicle and its systems at locations to be readily available to relocate to impacted FAA facilities and other areas to reconstitute administrative communications.
The CST vehicle is a mobile platform that provides voice and facsimile, private branch exchange (PBX) to facilitate both internal and external non-secure voice communications, satellite telephones, VHF/FM handheld radios, broadband access, as well as, limited administrative support on a 24/7 basis. This capability supports expeditionary FAA Emergency Response Teams (ERT) complete mission specific tasks in regions with limited-to-no communications infrastructure.
Vendor responses are to include a brief narrative demonstrating their capability on how they would be able to meet each requirement.
