In accordance with agency objectives, the government has a need to the LawIQ Liquids Analytics Platform, Business Unit Package Database, to support the oil program in researching and analyzing oil pipeline tariff data to accomplish the Commission's mission. The LawIQ Liquids Analytics platform provides 35 years of data to uncover and analyze tariff and rate trends, and to access specific data points
to perform specialized tariff research. The LawIQ database takes the whole tariff PDF submissions from oil pipelines and puts the data points in a database to provide for easy access. For instance, the database allows users to search for specific routes available, and links back to the tariff. The database allows for targeted search results when
looking for specific rate filings like cost-of-service, indexing, market-based rates, and settlement rates. Because eTariff and eLibrary house whole tariff PDFs for oil, rather than section-based tariffs, this type of analysis is extremely cumbersome and time-consuming without this tool. The database is particularly useful for research pertaining to mergers and acquisitions for the five-year index review.
