The Library of Congress (LOC) is the world’s largest and most comprehensive library. The Office of the Chief Information Officer (OCIO) is responsible for the LOC networks, telecommunications, architecture planning, policies, standards, implementation, and troubleshooting. OCIO staff is responsible for providing, operating, and maintaining IT network and server services for various LOC service units in multiple Library buildings and work areas to include the various cloud architectures currently in use by the Library.
The Library of Congress (Library) seeks brand-name Azure Cloud Services, Microsoft M365 Software as a Service Subscriptions and Microsoft Support for these product lines. This contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the purpose of fulfilling a broad range of commercial information technology (IT) requirements throughout the Library of Congress specifically related to brand-name Cloud Services.
The Small Business Act (15 U.S.C. 631 et seq.) and other statutory references in FAR Part 19 do not apply to the Library. It is incumbent upon the contractors to monitor the SAM.gov site for the solicitation release and all subsequent amendments. The anticipated award date will be on or around 10 September, 2023. Firms offering a response to this notice shall ensure that they are registered in the System for Award. Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered and active within SAM. Award will not be issued to vendors not actively registered within SAM. Amendment 0001 - Solicitation extended to 31 August at 10am. See new attachments. To meet the requirements for these solicitation, the vendor shall be a Microsoft authorized/certified reseller supporting Enterprise Agreements that is licensed to provide the requirements. This is not limited to Microsoft specific Cloud Solution Provider (CSP) program. The vendor needs to be capable of providing Azure Cloud Services and supporting M365 Licensing Enterprise Agreements.
