SUMMARY: Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5, is issuing this request for sources sought notice in order to identify vendors that are interested in and capable of providing contractor services. For a contractor that can conduct a comprehensive survey of the entire Washington DC VAMC campus to identify any steam and/or hot water systems utilizing Bolt 307. STATEMENT OF WORK Campus Survey and Replacement of Bolt 307 Location: Department of Veterans Affairs Washington DC VA Medical Center 50 Irving St NW Washington DC, 20422 Project Number: 688-25-3-459-0269 The contractor shall conduct a comprehensive survey of the entire VAMC campus to identify any steam and/or hot water systems utilizing Bolt 307. The survey will include, but is not limited to, the following system components: Steam Traps Incoming High-Pressure Steam System Pressure Reduction Stations Heat Exchangers Facility Distribution Steam Piping (>50 PSI) Facility Distribution Steam Piping ( 50 PSI) Facility Distribution Heating Water Piping Facility Domestic Hot Water Systems 1. Survey Planning and Documentation The contractor shall develop a detailed plan of action for executing the survey. This plan shall be based on a review of existing as-built drawings and coordination meetings with VA engineering personnel. The survey must be conducted in the following priority order: Priority 1: Critical High-Pressure Systems Priority 2: Medium-Pressure Systems Priority 3: Hot Water Systems The contractor shall document survey findings in an Excel spreadsheet. The spreadsheet shall include the following fields: Priority Level (1 High Pressure, 2 Medium Pressure, 3 Hot Water) Building Number Room Number Type of System or Equipment Total Quantity of Bolts Quantity of Bolt 307 Identified Estimated Level of Effort for Replacement (in man-hours) 2. Field Survey Execution As each area or room is surveyed, the contractor shall update the spreadsheet in real time with the collected data. If Bolt 307 is identified, each such bolt shall be clearly marked using red, heat-resistant paint to facilitate future replacement. The contractor shall also estimate the labor effort (in man-hours) required for the replacement of each Bolt 307 identified. 3. Future Work A separate Scope of Work will be issued for the physical replacement of all Bolt 307 components identified during this survey. Background: Identification of American Society for Testing and Materials (ASTM) A307 bolts (all grades) on steam and hot water piping systems for all Department of Veterans Affairs (VA) medical centers (VAMC). Veterans Health Administration (VHA) Master Specifications for Hydronic Piping (Specification 23 21 13, Section 2.3) and Steam and Condensate Heating Piping (Specification 23 22 13, Section 2.3) indicate ASTM A307 bolts for use on steam and hot water pipe flanges. However, the ASTM A307 bolt (all grades) is considered a general-purpose bolt and does not possess the necessary material strength at elevated temperatures for use on steam and hot water piping systems.
