The Federal Emergency Management Agency (FEMA) offers a variety of services and/or financial assistance to Disaster Survivors in the aftermath of an emergency or disaster. Together, these make up FEMA's Individual Assistance Program. The Individual Assistance Program is presently delivered through more than 25 different systems, applications, and services with some of the technology dating back to the 1990s. The current technology ecosystem does not allow FEMA to deliver the seamless, integrated, modern experience that Americans have come to expect from private sector companies. Additionally, many of FEMA’s processes rely heavily on human capital and have opportunities for efficiency improvements. With an increasing number of disasters impacting more and more people and building on lessons learned from previous disasters, FEMA is seeking to upgrade, modernize, and integrate the technology that enables delivery of Individual Assistance to survivors.
