Specifications include, but are not limited to:The District of Columbia Department of Employment Services (DOES), Office of Youth Programs (OYP) is seeking qualified organizations to provide employment and educational services to out-of-school youth (OSY), ages 16 to 24 through its Youth Earn & Learn Program (YEALP). YELAP is funded by the Workforce Innovation Opportunity Act (WIOA), which became effective on July 1, 2015. The purpose of OYP’s YEALP is to provide out-of-school youth with the educational and vocational skills and credentials as well as supported internships and job readiness training to obtain unsubsidized employment and build successful careers.
