Specifications include, but are not limited to:The District of Columbia Department of Employment Services (DOES), Office of Youth Programs (OYP) is seeking qualified organizations to provide employment and educational services to out-of-school youth (OSY), ages 16 to 24 through its Youth Earn & Learn Program (YEALP). YELAP is funded by the Workforce Innovation Opportunity Act (WIOA), which became effective on July 1, 2015. The purpose of OYP’s YEALP is to provide out-of-school youth with the educational and vocational skills and credentials as well as supported internships and job readiness training to obtain unsubsidized employment and build successful careers. OYP aims to fund integrated service models that embrace a holistic approach by addressing the educational, employment, and social service needs of youth participants
