The Office of Finance and Operations, Security Services administers the Security Program for the Department of Education including the Personnel, Physical, Information and Continuity of Operations Programs. Security Services is tasked with providing a secure classified means of communications in multiple, alternate locations in conjunction with the Federal Government and the Department of Education COOP requirements. The National Continuity Policy, National Continuity Implementation Plan and National Communication System Directive (NCSD 3-10) directs each Federal Agency to complete 75 critical actions to ensure the effectiveness and survivability of our national continuity capability through any circumstance. Under the plan the Department is listed as a Tier II agency (cabinet level) and must implement the requirements of the Policy. NCSD 3-10 outlines the basic requirements for every cabinet level Department to meet as it relates to Secure communication facility or Emergency Operations Center (EOC), equipment and systems.
The purpose of this contract is to provide the U.S. Department of Education (ED) maintenance, upgrade, configuration and testing of secure HF ALE network. ED purchased the network in October 2010 to meet NCSD 3-10 requirements. The network and services will support two COOP locations (HQ and Denver). The Department currently has the Codan NGT ASR system.
