The United States Government Publishing Office (GPO) is seeking proposals to purchase TWIC PIN Mailers, suitable for use in a high-volume secure credential issuance system. The supplies must be placed against the contract in accordance with the Materials Management Acquisition Regulation (MMAR). GPO anticipates an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with Firm-Fixed-Price (FFP) Delivery Orders consistent with MMAR 16.504. The Government intends to award one contract resulting from this solicitation to the responsible Offeror whose proposal is in the best interest of the Government after evaluation in accordance with the factors as set forth in this solicitation in accordance with MMAR 13.106-2. The Government also reserves the right not to award a contract in response to this solicitation. The basis of award will be in accordance with MMAR Part 15.101-2, Lowest price technically acceptable source selection process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors and upon prices being determined fair and reasonable. Offerors must clearly review Sections L and M of this RFP.
The GPO’s Government Secure and Intelligent Documents (GSID) business unit issues several million secure federal smart card credentials each year on behalf of numerous federal agencies. These credentials are used to gain access to the nation's borders, federal buildings and facilities, and highly sensitive IT networks and architectures. These secure credentials are made up of a unique set of security systems and features that have undergone rigorous testing and evaluation in government certified facilities as well as actual field validations.
GSID requires TWIC PIN Mailers, suitable for use in a high-volume secure credential issuance system. GSID is responsible for the issuance of NexGen TWIC Cards from Transportation Security Agency (TSA) Department of Homeland Security on behalf of the TSA. When a TWIC card is mailed to the applicant, the card is sent separately from a mailer containing a preset 6- to 8-digit PIN. This PIN is required to activate and use the card, particularly when accessing facilities with TWIC readers that require biometric verification or PIN entry for authentication. The PIN is critical for facilities with TWIC readers, as it may be needed to access the card's chip for identity verification.
The PIN Mailers are used for the postal delivery of the Personal Identification Numbers (PIN) to cardholders and consists of a card that has the PIN number for the recipient’s TWIC. It indicates which fingers have the prints associated with the card and includes handling instructions. These PIN Mailers are critical to GPO’s issuance of the TWIC Cards. The supplies must be placed against the contract in accordance with the Material Management Acquisition Regulation (MMAR).
