The District of Columbia Sentencing Commission (the Commission) is interested in obtaining the services of a research firm that is experienced in designing, moderating, and analyzing focus groups to assist with an ongoing research project. The goal of the research project is to collect input from D.C. Superior Court Judges (judges), prosecutors, defense attorneys, and Court Services and Offender Supervision Agency (CSOSA) staff regarding their perceptions of the current D.C. Voluntary Sentencing Guidelines (the Guidelines). The Commission will develop and moderate focus groups that will be asked about their experience and opinions regarding the use and effectiveness of the Guidelines. The results of the focus groups will be analyzed and a report will be generated that summarizes the findings. A minimum of eight focus groups will be held, two with each of the four criminal justice groups listed above.
