DCHA is soliciting proposals from qualified consulting firms to provide the DCHA Office of Asset Management with financial analysis and advisory services to assist with decision-making in connection with the agency’s past affordable and mixed-income projects funded by a variety of affordable housing financing sources. Consultant(s) with experience providing services in the District of Columbia associated with public housing authorities, public entities and affordable housing developers are preferred. Consultant(s) with experience with affordable housing financing vehicles including, the EB-5 Immigrant Investor Program, are preferred. Preference for consultant(s) with experience with property management operations, preferably to include in oversight or supervisory roles and with affordable and/or public housing properties. Background and working experience in asset management. Experience managing and addressing the unique challenges of distressed residential real estate to include familiarity with workouts and debt restructuring. Description of Services: The Consultant(s) will provide analytical and advisory services that will support DCHA in making financial and funding decisions including DCHA full ownership interest in the property. Consultant(s) will share feasible scenarios and underlying assumptions used in the financial analysis. Consultant(s) will provide financial analysis conclusions and recommendations. Services may include, but are not limited to the following: • Prepare financial analysis of existing affordable and mixed-income projects that have a variety of affordable housing financing sources. Such analysis must consider initial assumptions and expectations developed prior to construction, leading up to and including stabilization, and through to current market conditions. Particular attention to be given to variance analysis not only in economic performance, but also to the property management and performance conditions that contribute to and cause the economic variances. • Prepare financial feasibility options for various organizational and ownership structures for the assigned properties. • Provide analysis of general economic data and trends in the District’s affordable housing market. • Provide deal workout and restructure recommendations for the assigned properties. • Lead executive leadership discussions on operational and financial options for the assigned properties. • Review asset management data and provide recommendations on operational issues and how to structure long-term monitoring of portfolio.
