The Government of the District of Columbia, Office of Contracting and Procurement, on behalf of the DC Department of Human Services (DHS), Economic Security Administration (ESA), seeks a contractor to facilitate community engagement and consensus-building around key Temporary Assistance for Needy Families (TANF) policy areas. • The goal of this procurement is to support DHS in developing actionable, community-informed recommendations for TANF program design, specifically around cost-of-living adjustments, sanction policies, and benefit stepdown strategies beyond the federal 60-month time limit. • The project will include planning, facilitation of 3 - 5 working group sessions, synthesis of community input, and development of a final report and briefing presentation. The scope includes coordination with DHS, stakeholder engagement, and plain-language documentation of findings. • The anticipated timeline is from November to December 2025, with approximately 8 - 10 weeks of active engagement. The level of effort includes session design, facilitation, stakeholder outreach, and report development.
