The Office of Contracting and Procurement on behalf of The Department of Youth Rehabilitation Services (DYRS) Career Academics and Post-Commitment Services is seeking a contractor to implement a Girl-Specific Life Skills Program that offers a comprehensive approach to supporting incarcerated girls in developing the skills necessary for successful reintegration into society. By focusing on empowerment, skill development, and personal growth, the program will aim to create lasting positive changes in the lives of its participants. The program will be implemented over an 8-week period and will include the following components: Background i) The Department of Youth Rehabilitation Services (DYRS) of the Government of The District of Columbia is the District’s Juvenile Justice Agency. ii) The Department of Youth Rehabilitation Services (DYRS) is the single District of Columbia agency responsible for delivering juvenile justice services, serving males and females up to the age of 21 that have been remanded to its custody by the Superior Court of the District of Columbia Superior Court. The youth served by DYRS have been court-ordered to temporary custody or made wards of the district. DYRS’ mission is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. iii) The vision of DYRS is to provide the nation’s best continuum of care for court-involved young people and their families through a wide range of programs emphasizing individual strengths, skill development, personal accountability, family empowerment, community engagement, and public safety. For those youth held under its care in its facilities, DYRS is seeking a contractor to provide a unique life skills program specifically designed for incarcerated girls. Recognizing the unique challenges and needs faced by these young women, the program aims to equip them with essential skills that will aid in their personal development and successful reintegration into society.
