The purpose of this Request for Information (RFI) is to: •Assess the availability of qualified vendors capable of supplying expert-level personnel with demonstrated experience in large-scale public sector system implementations and enhancements, particularly within Medicaid and human services programs. • Understand the capabilities, tools, and approaches used by vendors to meet the complex and evolving needs of programs governed by federal and local compliance mandates. • Evaluate the depth and breadth of resources vendors can provide across five key professional roles that are essential for the successful transformation and operation of our integrated eligibility system: • Business Analysts – to gather, define, and trace requirements while bridging communication between policy, business, and technical teams. • Senior Business Architects – to provide strategic alignment between business goals and system capabilities, ensuring the system meets long-term program objectives. • System Designers – to create scalable, maintainable system designs that respond to changing business requirements and regulatory expectations. • Technical Writer/Standard Operating Procedure Writer – to document procedures, processes, and user-facing content in ways that support adoption, training, and compliance. • Technical Business Analysts (TBAs) – to serve as a critical link between business needs and technical execution, including support for requirement translation, testing, and system configuration. This RFI serves as a market research tool to inform DHCF’s understanding of: • The current vendor landscape and workforce capacity in these specialty areas; • Available contract vehicles, rate structures, and engagement models; and • Practical implementation strategies and methodologies used by vendors to support continuous system compliance, user-centered design, and modernization
