The Board of Ethics and Government Accountability (BEGA) is an independent agency that administers and enforces the District of Columbia government’s Code of Conduct and the laws that promote an open and transparent District government. BEGA includes two independent offices, the Office of Government Ethics (OGE) and the Office of Open Government (OOG) and a five Member Board. BEGA’s Investigative Unit is seeking a vendor to provide camera coverage in each interview room to capture participants during investigative interviews in 4K quality. Each investigative interview room will be to provide ceiling microphones to capture clear voices and remain synchronized with the video. Create a full control room for staff to start and stop recordings, view live videos, and review past sessions. Enable export of the audio track and automatic creation of a text transcript for case files. Independent storage of footage from interviews on secure local storage with five-year retention and protections that preserve evidentiary integrity. Use a private, air-gapped network with four hard-wired access points: Room A, Room B, Control Room, and Equipment Rack. Install two ceiling-mounted 4K cameras and two ceiling microphones. Full installation of a central recording server and secure storage on a private, hard-wired network. Upon installation at least three operator access points (Control Room and the two rooms) including a service drop at the Equipment Rack. Each room includes a ceiling camera and a ceiling beamforming microphone. The microphone provides balanced line-level audio to the camera's line-in so audio and video are synchronized at capture.The camera encodes 4K video (H.265) with embedded audio and streams it to the video management system (VMS) on the private LAN. The VMS needs to transcribe incoming video and audio to the recording database on the server for immediate review. Must be able to add completed segments are archived to secure storage over a high-speed link. Storage is configured with encryption and policy-based protection features for five-year retention. Control room workstations must be able to provide live monitoring on a private network, review recorded sessions, and export audio-only files for transcription for the agency to utilize during hearings and depositions.
