Specifications include, but are not limited to: C.3.5 Snow and ice removal services shall be performed as required, and on an on-call basis. The number of sites serviced through this agreement varies based on the predicted size of snow event and in accordance with section C.3.4. The CA shall instruct the Contractor to prepare and/or begin snow removal deployment and/or operations (although Contractor is required to be on call, it is the Contractor’s responsibility to be prepared to perform all winter storm response, snow and ice removal activities as necessary. Effective and timely responses and snow removal operations are expected.) It shall be the responsibility of the Contractor to be prepared for operations as precipitation is forecasted or begins and/or accumulates; and/or when the temperature is at or below freezing or forecasted to be below freezing. C.3.6 The Contractor shall monitor the National Weather Service forecasts and shall be prepared to take appropriate action in response to the forecast and requests from the CA. The Contractor shall as requested by the CA, pre-treat all sidewalks, stairways, and parking lots with the appropriate chemicals and sufficient ice-melt, salt that may be affected by the inclement weather prior to the start of snowfall, sleet or ice events. The Contractor shall continuously treat such surfaces on an as-needed basis in order to ensure safe passage for all pedestrians and vehicles. C.3.7 Chemicals, equipment, and salt used shall not injure, damage, or destroy government property. The Contractor shall be held responsible for all damage to property, grounds and landscape caused by equipment or the application of chemicals for ice and snow removal. All chemicals used shall be in accordance with Federal Specifications and local codes. The contractor shall use magnesium chloride, ice-melt products (defined in definitions section of this solicitation), and salt. Magnesium chloride based ice melt products shall only be used on concrete surfaces. Salt shall only be used on asphalt surfaces. C.3.8 Removal of snow and ice may require multiple removals each day. When snowfall is heavy or accumulations become excessive, the contractor must place excess snow in accumulation points identified by the CA. C.3.9 The contractor shall remove ice to provide secure footing and safe driving conditions by the snow removal operation, or by sanding with washed sand. C.3.10 Snow removal is the job and process of removing snow, prior to, during and after a snowfall to make, operations, movement and travel easier and safer, alleviating hazardous conditions on and around OSSE-DOT facilities. This process is done by use the use of equipment, materials and personnel to include but not limited to the following: C.3.10.1 Brooms that are used to brush off snow from walks and other surfaces; C.3.10.2 Snow shovels; C.3.10.3 Snowmelt systems (Handheld Anti-icy and Deicing Sprayer Equipment); C.3.10.4 Snow plowing graders; C.3.10.5 Self-propelled snow blowers; C.3.10.6 Dump trucks; and C.3.10.7 Mechanized snow clearing force
