Specifications include, but are not limited to: The District of Columbia Office of Contracting and Procurement, on behalf of the Department of For-Hire Vehicles has a need for a Blanket Purchase Agreement with 4 option years a Contractor to provide graphic design, printing, and marketing support: 1 to reinforce a positive brand image of the DFHV and promote its programs to residents in all 8 wards; 2 to educate the public about the agency’s regulatory authority over all for-hire vehicles, programs, and services provided by the agency and; 3 to demonstrate DFHV support for innovation and creativity within the for-hire vehicle industry. 1. Redesign and print graphic materials to educate the public about DFHV and its programs. These include print flyers, brochures, promotional materials, and designs that can be shared on social media and websites. 2. Develop marketing materials for various programs including but not limited to TDC, Vetsride, DCSC and DCNC. 3. Develop and produce creative elements to support DFHV’s brand identity, messaging, and promotions. The contractor shall review and evaluate existing marketing efforts and provide constructive input to further engage with their targeted audiences. 4. Conceptualize, develop, and print marketing materials to support campaigns focused on aligning the DFHV and DC Government branding that promote positive aspects of the vehicle-for-hire industry. 5. With agency oversight and following DFHV and DC government policies, the contractor shall develop agency messaging to support the campaign, including social media messaging, to support rebranding packaging and campaigns. All messages must be approved appropriately. 6. Review previous media buys and provide actionable recommendations to increase the ROI of new media buys. 7. Work in concert with DFHV Public Information Officer and Program Managers to ensure selected campaigns fully align with other agency branding efforts.
