Specifications include, but are not limited to: C.2.1 The District of Columbia (the District) Office of Contracting and Procurement, on behalf of the Department of Forensic Sciences (DFS) is seeking to obtain forensic laboratory contractual services for serology and DNA testing on evidence samples recovered from a crime scene. The laboratory must be accredited in accordance with ISO/IEC 17025 and demonstrate compliance with the Director of the Federal Bureau of Investigation (FBI)’s Quality Assurance Standards for Forensic DNA Testing Laboratories (QAS). DFS shall send cases within 30 days of the Technical Leader’s authorization. The contract administrator shall notify the contractor once cases are approved to be sent for contractual services. C.2.2 All eligible DNA profiles obtained from this outsourcing contract will be entered into CODIS and uploaded to the State DNA Index System (SDIS) and searched at the National DNA Index System (NDIS), if applicable. DFS is considered a state CODIS laboratory participating at the SDIS and NDIS levels. When a CODIS match occurs in the national or state DNA database, CODIS procedural policy requires the collection of a reference sample from the matching convicted offender or arrestee to be re-analyzed by the laboratory for CODIS confirmation. Therefore, the DFS has an additional immediate need to procure contractual services for forensic CODIS confirmation DNA testing for comparison to the Forensic Report of Examinations issued by a District contracted forensic laboratory. C.2.3 Contractor shall provide all necessary labor, supervision, technology, transportation/shipping and expertise for the performance of contractual services. The contractor shall meet the contractual TAT (turnaround times).
