Specifications include, but are not limited to: C.5.1 Contractor shall create brand and messaging strategies for the Department’s Office of Recruitment. C.5.2 Contractor shall have demonstrated experience in brand creation, video production, web design and online recruiting strategy and management, preferably with one or more public safety agencies (Fire/EMS/Police). C.5.3 Contractor shall meet with FEMS leadership to discuss Department brand/mission and to outline goals of campaign C.5.4 Contractor shall not delegate, subcontract or assign all or any portion of the services to any third-party. C.5.5 Contractor shall design a robust color palette to increase style and marketing appeal for the Office of Recruitment’s branding assets.. C.5.6 Contractor shall conduct market trends/background research for the Department, to include the evaluation of online platforms for optimum candidate exposure. C.5.7 Contractor shall develop and present a short-term (minimum of one-year) recruiting plan to the FEMS leadership team. C.5.8 Contractor shall assist the District’s Office of the Chief Technology Officer (OCTO) with the designing and building of the Department’s recruitment website. (Note: OCTO shall be the lead agency in developing the website.) C.5.9 Ownership of the recruitment website shall be the Department/District of Columbia. C.5.10 Contractor shall perform at least three) days of on-location video and photo production. C.5.11 Contractor shall create at least one two-minute recruitment video. C.5.12 Contractor shall create at least six social media recruitment videos. C.5.13 Contractor shall agree to give ownership of all video and photography content to the Department. C.5.14 Contractor shall provide information, technical, and management briefings and presentations to Department leadership, as requested. C.5.15 Contractor shall provide visual concepts of website graphic design to show how customers can easily navigate the website and access the new/revised content. C.5.16 Contractor shall take all of the previously finalized components of the project and provide OCTO with all assets needed to develop the website, including (but not limited to) images, graphics, style guide (colors, fonts, etc.), content, recommended Drupal modules and/or plug-ins, and site map.
