Specifications include, but are not limited to: The objectives of this research are to develop guidance and tools for airports of all types and sizes that will aid in the effective communication for passengers and personnel with disabilities or other challenges during emergencies. This should include people with cultural and language differences, as well as those with access and functional needs. The guidance must include, at a minimum: · A primer that discusses issues related to airport emergency communications including techniques and the unique requirements for persons with disabilities and other challenges; · Use of technology and other methods that incorporate ADA considerations; · Communication challenges with airport stakeholders (e.g., airport personnel, airlines and their passengers on aircraft, etc.); · Training programs for airport personnel including templates for development of curricula; · Feasibility and practical methods of implementation; · Financially sustainable solutions and any economic considerations; · Case study examples of methods of emergency communication at airports and other industries (e.g., universities, sporting events, cruise lines, etc.); · Universal messaging for emergency communications; · A template for airport emergency plans specifically addressing individuals with Limited English Proficiency (LEP); · Step-by-step tools to include: (1) a needs assessment tool that airports can use to determine what steps must to be taken in order to be compliant with ADA requirements concerning communications; and (2) templates/worksheets/checklists for planning Tabletop Exercise(s) that focus on communicating with persons with disabilities and other challenges during emergency events; and · Incorporation into the landside and terminal planning processes.
