Specifications include, but are not limited to: (a) The Contractor(s) shall provide armed, unarmed, and mobile patrol event security personnel and services at the Facilities or other locations designated by Events DC as needed. The event security services shall include, but not be limited to: 1. Assisting with crowd control and capacity counting; 2. Conducting baggage and personnel screening at multiple access points; 3. Verifying credentials and identification of personnel and visitors, including those areas used for backstage, VIPs and media staging; 4. Conducting site surveillance and performing perimeter security checks either by foot or in vehicles; 5. Identifying and reporting security and safety violations, incidents and/or risks; 6. Maintaining a proper chain of custody for all prohibited items that are brought into any of the Facilities and confiscated; 7. Providing escorts for VIPs or other designated personnel; 8. Ensuring that prompt action is taken to prevent or minimize losses, accidents, fires, property damage, safety hazards and security incidents; 9. Promptly responding to on-site emergencies and incidents; 10. Monitoring and controlling ingress, egress and access; 11. Preventing unauthorized access to restricted areas of the Facilities; 12. Assisting on-site personnel in emergency situations, including evacuations; and 13. Providing other security assistance and support, as required. (b) When requested by the COTR, the Contractor(s) shall provide, or shall coordinate with the Metropolitan Police Department (MPD) to provide, event security services using trained K-9s and event security K-9 handlers. K-9s may be requested for perimeter security, explosive ordnance disposal (EOD), and/or narcotic detection. (c) The Contractor(s) shall coordinate its event security services with the building security company at the Facilities, the crowd management contractor(s) as well as Events DC staff.
