Specifications include, but are not limited to: The District of Columbia (“District”) Department of General Services (the “Department” or “DGS”) is issuing this Request for Proposals (“RFP”) to solicit design-build proposals (“Proposal(s)”) from offerors (“Offeror(s)”) interested in serving as the design-builder (the “Design-Builder” or the “Contractor”) for the modernization of Brent Elementary School (“Brent ES”) located at 301 North Carolina Avenue SE, Washington, DC 20003. The Department anticipates awarding a design-build contract (the “Contract”) to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3. The Project includes full design and construction services for an approximately 94,000 square feet school facility for Brent ES. The Design-Builder shall design and construct a combination of renovation of the existing and new construction to increase the existing footprint to accommodate the square footage required in the Educational Specifications (“Ed Specs(s)” or “Educational Specifications”) to bring it in line with the District of Columbia Public Schools (“DCPS or “Client Agency”) Ed Specs as set forth in Attachment A2 (collectively, the “Project”). The Department anticipates the demolition of the entire existing school and trailers based on the previous feasibility study, which is included in Attachment B1, however, the Design-Builder shall recommend a design that is most advantageous to the Department and DCPS. The school currently operates with no parking due to the placement of the trailers. However, the Department requires, at a minimum, that the zoning of minimum parking will be included in the final design. The Design-Builder shall consider the location of the school in the Capitol Hill Historic District when considering the schedule and design approach. The Design-Builder shall coordinate any below-grade construction with the Washington Metropolitan Area Transit Authority (“WMATA”) as the tunnel for the Orange/Silver/Blue line tunnel runs below North Carolina Avenue SE, directly north of the school property
