The Government of the District of Columbia, Office of Contracting and Procurement (“OCP”), on behalf of the Department on Disability Services (“DDS”), hereafter referred to as the “District,” is seeking to pre-qualify contractors, hereafter referred to as the “Contractor,” as an approved residential habilitation or supported living provider under the Medicaid Waiver program for individuals with intellectual and developmental disabilities (“IDD waiver”), to provide occupancy-related residential expenses in accordance with D.C. Official Code § 2- 354.06 for persons with IDD. B.2 This HCA is limited to occupancy-related residential and associated expenses. If the Contractor provides support services to the individuals, then the Contractor shall agree to provide those services under the DHCF Medicaid Provider Agreement to all individuals that are insured by either Medicaid, Medicare, or that are uninsured, at the IDD waiver rates as set by the District under the supervision of DHCF found at https://dds.dc.gov/publication/20171208idd-waiverrates. Payments for staffing associated with support services are invoiced directly to DHCF and are not covered by this HCA.
