Specifications include, but are not limited to: The Contractor shall provide a comprehensive vehicle immobilization service which includes the following: 1) Initial 250 state-of-the art, self-release vehicle immobilization boots; 2) Coordination with the Department of Motor Vehicles (DMV) in order to have access to DMV’s Conduent ticketing system to assess fines; 3) Adequate staffing to include technical and customer service to support citywide coverage; and 4) Dynamic real-time reporting and monitoring capabilities to visualize booting-related data. 5) Ability for customer return locations conveniently located in each Ward (to be determined upon contract award); The Contractor shall provide 250 self-release boots as described below: 1) Boot devices must work effectively in all weather conditions. 2) Boot devices must work effectively with standard vehicles and large SUV’s r endering these vehicles immobile until released by the vehicle owner/operator through the self-release mechanism or manually removed by DPW-PEMA. 3) Boot devices must resist tampering and theft, breakage, unauthorized removal, and damage causing inoperability. 4) Boot devices must be durable, yet lightweight and user-friendly to enable vehicle owners/operators to perform the necessary steps to release the boot remotely. 5) Boot specifications: a) Wheel lock assembly with 9½ inches dish immobilizer fabricated to fit the right/left front/rear wheels of both domestic and foreign autos and light trucks without damage to rims, tires, and hubcaps. b) Legs on the clamps shall be no longer than six inches to allow attachments to vehicles with low sling ball joints. c) Standard jaw length shall be 11 inches long. d) Solid steel rolled plate fabrication. e) Over painted international orange epoxy paint for maximum visibility. f) Lightweight (25 pounds/unit) and compact for easy storage. g) Short-handle ratchet drivers along with sockets and necessary extensions will be supplied with the immobilizers. h) Foam rubber disc epoxied on the bearing surface of the hub cover of a highdensity quality to prevent damage when compressed against the hubcap. i) The jaws of the clamp section must be made at least 11 gauges rolled steel with a continuously welded seam. Grip range shall be from 3 to 11 inches, designed to encircle the tire radically for seated metal to metal contact with both wheel rim flanges. j) Adjustable hub covering arm 9½ inches which prevents unauthorized removal by replacing the wheel.
