Communication Infrastructure and Support: o Establish and continuously monitor a dedicated election email account and a secure phone line. o The phone line must feature a professionally recorded message including a comprehensive Frequently AskedQuestions (FAQs) segment detailing eligibility requirements, critical deadlines, and voting procedures. o Ensure the phone line includes a clearly audible option for callers to leave a voice message, and commit to responding to all voice messages and emails within one (1) business day. o Maintain and track a log of all inquiries received via email and phone. • 2.Informational Meetings and Outreach: o Design, schedule, and conduct at least one (1) official informational meeting at every DCHA public housing development. o Design, schedule, and conduct one (1) primary city-wide informational meeting. o The purpose of these meetings is to fully inform residents about candidate eligibility requirements, important submission deadlines, election timelines, and the opportunity to serve as Polling Site Monitors. o Note: Meetings may be performed in conjunction with existing monthly manager's meetings or Resident Council meetings, provided DCHA approvesthe coordination. • 3. CandidateOrientation and Finalization: o Plan, facilitate, and document a mandatory Candidate's Meeting prior to the commencement of campaigning. o At this meeting, the ITPM must: ▪ Review all official campaign rules and regulations in detail. ▪ Confirm and finalize the candidate's official biographical information for ballot inclusion. ▪ Officially determine and document the random ballot order. • 4. Review and Approval of Campaign Materials: o Establish and enforce a deadline for the submission of all candidate campaign materials (e.g., flyers, posters, digital content). o Review and formally approve or reject all submitted materials to ensure strict compliance with established campaign rules, particularly concerning content, size, and distribution guidelines. o Communicate approval or necessary revisions to candidates within a defined timeframe (e.g., 48 hours). • 5. City-Wide Candidate's Forum: o Plan, organize, and facilitate a single, mandatory city-wide Candidate's Forum to allow residents to meet candidates and hear their platforms. o Manage the venue logistics, security, candidate participation, and moderation of the event.
