The District of Columbia Housing Authority (DCHA) invites qualified real estate development firms to submit proposals for engagement as the Developer for the renovation and revitalization of public housing communities across various Wards in the District. The renovations will be financed through Industrial Revenue Bonds issued by the Office of the Deputy Mayor for Planning and Economic Development (DMPED). As tax exempt bonds prohibit private ownership of the improvements, DCHA seeks experienced developers to lead the planning, permitting, budgeting, and construction management process to deliver fully renovated public housing communities to DCHA. Architectural and Engineering (A&E) firms have already been procured by DCHA and will work closely with the selected development firm to finalize the scope of work of the renovations. The developer will also coordinate any required studies, select a general contractor (unless the GC is a member of the procured developer team), develop and manage the renovation budget and schedule, submit monthly payment applications, secure the building permits, and oversee the project completion and closeout.
