The District of Columbia Office of Contracting and Procurement (OCP), on behalf of the Department of Human Resources (DCHR and/or the District), is seeking to enter into a contract or contracts with licensed health care insurance carrier(s) to administer one or more of the health benefit plans listed below for District employees who were first hired on or after October 1, 1987, retirees, temporary continuation of coverage (TCC) participants, and eligible dependents. A licensed health care insurance carrier is defined as an entity that has been granted a certificate of authority (COA) to provide health benefits from the District of Columbia Department of Insurance, Securities, and Banking (DISB). The Contractor shall provide a network of healthcare participating providers for enrollees in the Contractor’s plan for which premium payments have been made. The District is seeking carriers for the following four plan types: B.1.1 Preferred Provider Organization (PPO) Plan (Plan One) B.1.2 Health Maintenance Organization (HMO) Plan (Plan Two) B.1.3 Consumer-Driven Health Plan (CDHP) (Plan Three) B.1.4 Medicare Advantage/Cost (MA) Plan (Plan Four)
