This is a Request for Quotes (RFQ) for construction services (pre-construction activities, procuring equipment, demolition and removal of the old equipment, installation of New HVAC Components, testing and commissioning) on an existing office building in the American Embassy Sarajevo, Bosnia and Herzegovina. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The government reserves the right to issue a contract for the installation of all three HVAC components or, at its discretion, for the installation of one or two components only.
Quotations are due by September 12, 2025 at 2:00 p.m. (local time). No late quotations will be accepted. Quotations must be in English and incomplete quotations will not be accepted.
Your quotation must be submitted in one of the following manners:
1. Electronically to ORourkeDJ@state.gov and PandzicS@state.gov. It is important to make sure the submission is made in a specific size and format; namely in: MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
2. In a sealed envelope marked "Quotation Enclosed for RFQ 19BK8024Q0019, Financial Audit to U.S. Embassy Sarajevo, Daniel J. O’Rourke, Roberta C. Frasurea 1, 71000 Sarajevo, Bosnia and Herzegovina.
In order for a quotation to be considered, you must also complete and submit the following:

2. Section A, Pricing
3. Section L Representations and Certifications
4. Additional information as required in Section J
5. Proof of SAM Registration
The Embassy intends to conduct a pre-proposal conference at the site. The pre-proposal conference will be held on Monday, August 25, 2025 at 2:00 p.m. (local time) at the U.S. Embassy Sarajevo located at Roberta C. Frasurea 1, Sarajevo. Prospective offerors/quoters should contact the U.S. Embassy Procurement and Contracting Office representative at GSOProcurementSarajevo@state.gov by Thursday, August 21, 2025 at 5:00 p.m. for additional information or to arrange entry to the building.
Offerors shall be registered in the SAM (System for Award Management) database at www.sam.gov prior to submitting their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Offerors are highly encouraged to register immediately if interested in submitting a response to this requirement.
