THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the United States Capitol Police (USCP) to contract for any supply or service. The USCP is not currently seeking proposals. Responders are advised that the USCP will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be released via the System for Award Management (SAM) at (https://www.sam.gov). It is the responsibility of the potential responders to monitor the website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the USCP and will not be returned.

Purpose:
The United States Capitol Police (USCP), Liebengood Center for Wellness (LCW) is seeking information from qualified vendors capable of delivering a comprehensive mobile wellness application specifically designed to support the mental, emotional, and physical health of law enforcement officers, their families, and support personnel.
The envisioned application should offer confidential, on-demand access to evidence-based wellness tools, including stress reduction techniques, peer support resources, crisis response protocols, and access to professional care. The app should be customizable for agency-specific content, support data privacy standards appropriate for federal law enforcement, and address the unique challenges of a high-risk, high-pressure occupational environment.

Delivery of Responses: The Government requires RFI response submissions be delivered electronically to Michael.iszard@uscp.gov on or before August 14, 2025 at 2:00 pm EST. Contractor files shall have the following file naming convention:
